men and women play in each country’s “compliance and enforcement chain”, and we
know that without their vigilance and active participation, the rest of the chain will
be less effective. Empowering, building skills and equipping Customs staff are vital if
the Montreal Protocol is to be ultimately successful. We hope that this manual helps Customs officials and staff in their daily work and
encourages them to see that their traditional role as guardian of the border is now

|
The approaching deadlines to phase out
ODS, particularly CFCs (chlorofluorocarbons) and dwindling legal supplies are leading
to rises in ODS prices, creating lucrative business opportunities for illegal operators. Illegal
trade in ODS could potentially undermine the success of the Montreal Protocol and
further delay recovery of the ozone layer. Governments and the international community
are encouraging actions on the national, regional and global scales to improve the
process of monitoring and control of ODS to prevent such illegal trade.

Networking Counts - Combating Illegal Trade in Ozone Depleting Substances |
|
A vital element of any strategy to fight global economic crime is to contribute to
consensual understanding of its causes and consequences. Technically, no criminal
laws are broken in the exporting country when export of CFCs is allowed, even if
import is illegal in the country of destination. By enabling regular discussions between
stakeholders from different countries in Asia, common strategies were developed,
including an agreement to voluntarily seek prior informed consent between importing
and exporting countries before allowing imports and exports through a license. The
very active participation of the European Commission in this voluntary scheme has
greatly enhanced its efficiency.

The problem of depletion of the stratospheric
ozone layer has been in focus since the 1970s
when Sweden along with USA, Canada and
Norway banned the use of CFCs in aerosol
applications. However, despite awareness
of the detrimental effect of CFCs, global
CFC consumption continued to increase.
In 1987, the Montreal Protocol was signed
and since then, additional ODS have been
regulated by amendments and adjustments
to the Protocol. The latest adjustment was
in September 2007, whereby Parties agreed to advance the HCFC
phase-out, including the production and consumption sectors.

In February 2003, the Governing Council of UNEP adopted a
long-term strategy for engaging young people in environmental
activities and in the work of UNEP. The strategy was entitled the
TUNZA Youth Strategy.
The word “TUNZA” means “to treat with care or affection” in
Kiswahili (a sub-regional language of Eastern Africa). The overall
TUNZA Concept, therefore, is built around this theme. It is an
initiative that is meant to develop activities in the areas of
capacity building, environmental awareness, and information
exchange, with a vision to foster a generation of environmentally
conscious citizens, capable of positive action.
